The Rhode Island Pistol/Revolver Safety Certificate is commonly called a “Blue Card.” RIDEM says it is required as part of the process to purchase a handgun or ammunition in Rhode Island.
The Blue Card confirms that you passed the state handgun-safety exam. It is not a concealed-carry permit.
A Rhode Island Hunter Education Course Card issued by RIDEM may be used instead of a Blue Card for these purchases. An out-of-state hunter education card does not qualify for that substitution.
What to study
Safe muzzle direction, trigger discipline, treating every firearm as loaded, and knowing your target and what is beyond it.
Revolver and semi-automatic parts, common actions, safeties, magazines, sights, and the basic firing cycle.
Cartridge components, centerfire and rimfire ammunition, caliber markings, and matching the correct ammunition to the firearm.
Safe loading and unloading, cleaning, transport, secure storage, locks, and preventing unauthorized access.
Eye dominance, grip, stance, sight alignment, sight picture, trigger control, follow-through, and range commands.
Responsible conduct, avoiding alcohol and drugs, conflict avoidance, and reviewing current Rhode Island firearms law.
Test preparation
Read the complete study guide, including the handgun-safety chapters.
Know the primary firearm-safety rules and apply them in every scenario.
Recognize the main parts of revolvers and semi-automatic pistols.
Understand ammunition components and how to verify the correct caliber.
Review safe loading, unloading, storage, cleaning, and transport practices.
Know common range commands, especially what to do when “cease fire” is called.
Review the current Rhode Island firearms-law material linked by RIDEM.
Bring any identification or documents required by your selected testing location.
RIDEM describes the exam as 50 multiple-choice and true-or-false questions based on Today’s Handgun Safety Basics and Rhode Island firearms law.
A score of 80 or higher is required to pass. Study booklets, testing, and certification are offered free of charge.
Exams are available through RIDEM and approved firearms dealers or sporting clubs. Some RIDEM sessions require an online reservation, while participating locations may follow their own schedules.
Testing locations submit completed exams to RIDEM for grading and certificate issuance; the testing location itself does not issue the Blue Card.
